中國(guó)石油物資 受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2025-05-30在發(fā)布變更公告。
本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):投標(biāo)人資格和業(yè)績(jī)要求：

投標(biāo)人需提供以下文件
The following documents must be provided
*（1）投標(biāo)人須按招標(biāo)文件第一冊(cè)第四章格式IV-9.資格證明文件格式的要求填寫(xiě)和提交有關(guān)資料。

*（2）投標(biāo)產(chǎn)品原產(chǎn)地在關(guān)境外的投標(biāo)人必須是制造商；或者是制造商直接授權(quán)的代理商（進(jìn)口產(chǎn)品開(kāi)標(biāo)前未進(jìn)入中國(guó)關(guān)境內(nèi)的，投標(biāo)人必須是在關(guān)境外注冊(cè)的公司；進(jìn)口產(chǎn)品開(kāi)標(biāo)前已進(jìn)入中國(guó)關(guān)境內(nèi)的，投標(biāo)人必須是在關(guān)境內(nèi)注冊(cè)的公司），代理商投標(biāo)需具備以下條件：
①必須提供制造商對(duì)本次投標(biāo)的正式授權(quán)書(shū)（授權(quán)書(shū)必須由制造商直接授權(quán)，不允許二級(jí)授權(quán)）；
②投標(biāo)人在當(dāng)?shù)匾婪ǖ怯涀?cè)的時(shí)間距開(kāi)標(biāo)日滿(mǎn)三年，需提供營(yíng)業(yè)執(zhí)照等注冊(cè)登記的有效證件復(fù)印件；
③距開(kāi)標(biāo)日三年內(nèi)，投標(biāo)人須具有分析儀器至少兩個(gè)不同年份的銷(xiāo)售業(yè)績(jī)，需提供證明其銷(xiāo)售業(yè)績(jī)的合同或訂單復(fù)印件（至少提供2份不同年度的合同或訂單復(fù)印件）或用戶(hù)證明，并由投標(biāo)人代表簽字或蓋章。

*（3）投標(biāo)產(chǎn)品原產(chǎn)地在關(guān)境內(nèi)的投標(biāo)人必須是制造商（不接受代理商投標(biāo)）。

*（4）投標(biāo)人未被中國(guó)石油招標(biāo)投標(biāo)網(wǎng)( pcbidding.com查詢(xún)）。
上述內(nèi)容以評(píng)標(biāo)委員會(huì)現(xiàn)場(chǎng)在對(duì)應(yīng)網(wǎng)站的查詢(xún)結(jié)果為準(zhǔn)。

*（6）距開(kāi)標(biāo)之日前一年內(nèi)，投標(biāo)人在中國(guó)石油物資 組織的招標(biāo)活動(dòng)中對(duì)評(píng)標(biāo)結(jié)果的無(wú)效投訴（包括中石油集團(tuán)公司機(jī)電辦處理結(jié)果為：不予受理、駁回、維持原評(píng)標(biāo)結(jié)果）達(dá)到一次及以上的，投標(biāo)將被否決。

*（7）投標(biāo)人須提供 *（8）第八章中要求的其他合格的資格證書(shū)。

(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV  and provide relevant information；
(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
① The bidder should provide a letter with official authorized by Manufacturer for the bid；
② the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③ The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website ( pcbidding.com)
(6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.

是否接受聯(lián)合體投標(biāo):不接受
未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以
