中電商務(wù)（北京）有限公司（以下簡(jiǎn)稱(chēng)“招標(biāo)代理”）受中國(guó)郵政航空有限責(zé)任公司（以下簡(jiǎn)稱(chēng)“招標(biāo)人”）委托，就“中國(guó)郵政航空有限責(zé)任公司列日空勤機(jī)組酒店服務(wù)(招標(biāo)編號(hào)：CECOM-2024-BD02-0044) ”項(xiàng)下的貨物及服務(wù)進(jìn)行公開(kāi)招標(biāo)?，F(xiàn)邀請(qǐng)合格的投標(biāo)人前來(lái)投標(biāo)。

Entrusted by China Postal Airlines Corporation Limited (hereinafter referred to as the "tenderee"), China Electronics Commerce (Beijing) Co., Ltd. (hereinafter referred to as the "tenderee agency") conducts public tender for the goods and services under the item of "China Postal Airlines Corporation Limited Liège Aircrew Hotel Service(2nd) (Tender No. : CECOM-2024-BD02-0044)". Qualified bidders are invited to submit their bids.

一、 項(xiàng)目名稱(chēng)：中國(guó)郵政航空有限責(zé)任公司列日空勤機(jī)組酒店服務(wù)

    Project name：Liège Air Crew Hotel services (2nd)of China Postal Airlines

二、 招標(biāo)編號(hào)Bidding number：CECOM-2024-BD02-0044 

三、 招標(biāo)內(nèi)容Purchase content：

注：1.本項(xiàng)目采用框架（無(wú)固定總金額）采購(gòu)模式。投標(biāo)人必須對(duì)全部?jī)?nèi)容進(jìn)行報(bào)價(jià)，如有缺漏或超過(guò)最高限價(jià)（單價(jià)）的報(bào)價(jià)，將導(dǎo)致投標(biāo)無(wú)效。本次采購(gòu)金額和數(shù)量為預(yù)估數(shù)據(jù)，采購(gòu)人有權(quán)按實(shí)際需要調(diào)整，并按實(shí)際數(shù)量進(jìn)行結(jié)算。合同期內(nèi)的采購(gòu)數(shù)量可能會(huì)有所增減，固定單價(jià)不再進(jìn)行相應(yīng)調(diào)整。

This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

3.服務(wù)地點(diǎn)：Liège

Service Location: Liège

4.服務(wù)有效期自合同簽訂之日起1年。

 Contract duration: One year from the effective date of Agreement.

四、 投標(biāo)人資格條件Qualifications for bidders：

（一）投標(biāo)人必須是當(dāng)?shù)刈?cè)的公司，具備當(dāng)?shù)卣姓J(rèn)合法有效的資質(zhì)文件；（適用于包1和包2）;

Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);

（二）被中國(guó)郵政集團(tuán)有限公司、中國(guó)郵政速遞物流股份有限公司及中國(guó)郵政航空有限責(zé)任公司列入黑名單且在有效期內(nèi)的投標(biāo)人，均無(wú)資格參加本項(xiàng)目的采購(gòu)活動(dòng)；（適用于包1和包2）;

Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);

（三）與郵政無(wú)投資關(guān)系且存在以下情況的，不得參加采購(gòu)活動(dòng)：郵政領(lǐng)導(dǎo)人員及其親屬和其他特定關(guān)系人、郵政員工持股（限非上市公司），以個(gè)人身份（組織委派的除外）擔(dān)任法人、董事長(zhǎng)、總經(jīng)理、監(jiān)事的企業(yè)，以及郵政所屬工會(huì)或員工集體出資成立的企業(yè)；（適用于包1和包2）;

Those that have no investment relationship with the postal service and are in the following situations shall not participate in procurement activities: postal leaders, their relatives and other persons with specific relationships, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairpersons, general managers and supervisors in their personal capacity (except for those appointed by the organization), as well as enterprises set up by trade unions belonging to the postal service or by the collective funding of employees; (applicable to packages 1 and 2);

（四）投標(biāo)人必須按照本項(xiàng)目招標(biāo)公告的要求獲取本項(xiàng)目招標(biāo)文件，否則無(wú)資格參加本項(xiàng)目。（適用于包1和包2）;

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);

（五）投標(biāo)人距離當(dāng)?shù)?/span>Liège Airport國(guó)際機(jī)場(chǎng)候機(jī)樓車(chē)程時(shí)間在30分鐘（含）以?xún)?nèi)；（僅適用于包1）;

The distance between the bidder and Liège Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);

（六）投標(biāo)人須配備餐廳，能提供早、午、晚餐堂食服務(wù)；（僅適用于包1）;

The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);

（七）投標(biāo)人須提供所在地Liège Airport國(guó)際機(jī)場(chǎng)候機(jī)樓至酒店之間的往返交通服務(wù)。（僅適用于包2）

The bidder shall be responsible for the transportation service back and forth the terminal building of Liège Airport and hotel. (applicable to package 2 only)

注：投標(biāo)人須按投標(biāo)人資格條件逐條提供相應(yīng)證明材料。

Note: Bidders are required to provide appropriate supporting documents according to the bidder's qualification conditions, article by article.

五、 投標(biāo)人報(bào)名 Bidders Registration：

（一）報(bào)名時(shí)間：2024年1月16日至2024年1月22日,每天北京時(shí)間9:00-11:30，13:30-16:30（國(guó)家法定節(jié)假日除外），向采購(gòu)人發(fā)送報(bào)名資料，逾期送達(dá)的報(bào)名資料恕不接受。

Application Period: Registration must be submitted from January 16, 2024 to January 22, 2024. 9:00-11:30, 13:30-16:30 Beijing time every day (except national holidays).
