投標人應(yīng)具備的資格或業(yè)績:對投標人的資格和業(yè)績要求：Requirements for Qualification and reference of Bidder: （1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投標人應(yīng)為本次投標所投產(chǎn)品的制造商。
如投標人為制造商同一集團負責(zé)銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。
不能再將此貨物同時授權(quán)給其他投標人參與投標，否則相關(guān)的所有投標將被拒絕。
The bidder shall be the manufacturer or agent of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.C. 是否接受聯(lián)合體投標：否C. Joint Venture: Not AcceptedD. 未領(lǐng)購招標文件是否可以參加投標:不可以E. Bid without the bidding documents：NOT Allowed （2）資質(zhì)要求Qualification Requirement投標產(chǎn)品制造商應(yīng)取得覆蓋本次投標產(chǎn)品（18臺偏心旋轉(zhuǎn)閥的型號、口徑和壓力等級）且有效的TSX《特種設(shè)備型式試驗證書》。
Bidder shall provide manufacturer's  ″Special Equipment Type Test Certificate” within the validity period. The approval scope of the certificate shall covers the scope of this bidding （mode, calibration, pressure of the 18 sets eccentric rotary valve）. （3）業(yè)績要求Requirement for Bidder's reference:2015年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商在中國境內(nèi)至少具有1個應(yīng)用于聚碳裝置，滿足單個合同供貨數(shù)量不少于10臺的氣動偏芯旋轉(zhuǎn)閥供貨業(yè)績，且此單個合同中至少1臺氣動偏芯旋轉(zhuǎn)閥的閥體尺寸不小于12寸。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid pneumatic eccentric rotary control valve shall have at least one supply contracts performance of pneumatic eccentric rotary control valve for PC Plant within P.R.China, and each supply performance contract shall include at least 10 pneumatic eccentric rotary control valves, with at least one set of the body size no less than 12 inches .投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱（偏芯旋轉(zhuǎn)閥）、閥門尺寸、閥門型式（氣動）、閥門數(shù)量及用戶簽字或蓋章的到貨驗收材料。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。
同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods(Eccentric Rotary Control Valve), valve size, valve type(pneumatic), quantity and acceptance evidence of goods delivery signed or sealed by the user.If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
