中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標(biāo)條件

項(xiàng)目概況：中海殼牌石油化工 （以下簡(jiǎn)稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

主要技術(shù)規(guī)格：

1.旋風(fēng)分離器筒體直徑≥800mm，內(nèi)表面粗糙度≤125 RMS或 Ra≤3.2μm。

2.設(shè)計(jì)壓力≥3.6MPag, 總效率≥99.5%。

For goods offered from within PRC customs territory: 12 months after signing the contract (date of arrival on site)

從中華人民共和國(guó)關(guān)境外提供的貨物: 合同簽訂后12個(gè)月（提單發(fā)貨時(shí)間）

For goods offered from outside PRC customs territory:  12 months after signing the contract (departure date on Bill of Lading)

For goods offered from outside PRC customs territory: CIF (Shenzhen Yantian Port)

 

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

C.特種設(shè)備證書：投標(biāo)人須提供制造商的《中華人民共和國(guó)特種設(shè)備生產(chǎn)許可證》-壓力容器制造D級(jí)資質(zhì)，且證書在有效期內(nèi)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。

Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China”- D grade qualification for pressure vessel manufacturing, and the certificate shall be within the validity period.  The scanned copy of the original shall be provided during bidding (the original copy for reference).

（2）業(yè)績(jī)要求Requirement for Bidder's reference:

2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有1個(gè)項(xiàng)目的聚丙烯裝置旋風(fēng)分離器合同業(yè)績(jī)，且均滿足如下技術(shù)要求：

1)旋風(fēng)分離器筒體直徑≥800mm，內(nèi)表面粗糙度≤125 RMS或 Ra≤3.2μm。

2)設(shè)計(jì)壓力≥3.6MPag, 總效率≥99.5%。

From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have 1 project Recirculation Cyclone for PP Plant contract performance, and meet the technical requirements:

1)Recirculation Cyclone cylinder diameter ≥800mm, internal surface roughness ≤125 RMS or Ra≤3.2μm.

2)Design pressure ≥3.6MPag，Total efficiency ≥99.5%。

 

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、貨物名稱(旋風(fēng)分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內(nèi)表面粗糙度、設(shè)計(jì)壓力、總效率。

 

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:  copies of sales contract. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency.

未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)合同簽署時(shí)間、制造商名稱、項(xiàng)目名稱、貨物名稱(旋風(fēng)分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內(nèi)表面粗糙度、設(shè)計(jì)壓力、總效率,均視為無(wú)效業(yè)績(jī)。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency, the relevant reference will be deemed invalid.

4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2024年10月31日開始至2024年11月07日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 投標(biāo)人須在線填寫 招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from October 31, 2024 to November 07, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
